The existence of a bureaucracy that regulates aspects of Indonesian society's life has gone through a long process throughout the country's history. Starting from the Kingdom era, it was emphasized that sovereignty was in the hands of the king and was fully exercised by the king, his family and royal officials. This article aims to measure bureaucratic reform to create a cleaner and more serving government. This research uses normative juridical methods with secondary data, the data is analyzed using literature study. The results show that efforts to transform the Indonesian government's bureaucracy so that it prioritizes the interests of the community as the parties served still requires a long process. This is because the long history of the Indonesian bureaucracy has long encouraged anti-community habits and corrupt practices within the bureaucracy, so it is not easy to change them quickly.
