Abstrak

This research explores significant disparities in access to and the quality of primary education between urban and rural regions in Indonesia. This study aims to identify the main factors contributing to these educational gaps across the two geographical settings. A descriptive, quantitative approach was employed by conducting surveys in elementary schools located in both urban and rural areas. Additional data were collected through an extensive review of related literature. The analysis reveals that the most prominent inequality in access relates to the state of digital infrastructure and the availability of supporting learning facilities, such as laboratories and libraries, which are significantly better in urban schools. Regarding the quality of learning, notable disparities were also observed in teacher competence and access to professional development opportunities, with teachers in urban areas benefiting from more training programs. Overall, students in urban settings showed higher average academic performance compared to those in rural areas. These results emphasize the ongoing inequality in basic education services. The disparities highlight the urgent need for policy actions aimed at equalizing educational facilities, offering greater incentives for teachers in rural regions, and developing more adaptive curricula to ensure that every primary school student receives quality education.
